I don't think it's that complicated
The way information gets dispersed makes us at least seem a bit more polarized today than I remember, and when people are polled about Congress, I bet they answer thinking about how much they dislike the other side. So mostly everybody answers negatively.
Polls are becoming outdated. When I get the phone call and answer the questions, it's hard to be honest because I'm thinking about why they are asking this particular question and I want to make sure I spin it the way I want my opinion to be spun. I imagine most people are aware that they're being polled and answer accordingly.
